Russia is a member-state of Hague Convention of October 5th, 1961. That means that for the use of the Russian documents on the territory of European Union you need to have them apostilled. Apostille can be stamped only on the territory of the Russian Federation.
If you are going to use a document issued by the Russian authorities outside the EU and other member-states of Hague Convention of October 5th, 1961, e.g. in several Arab, Asian or African countries, your documents will have to pass through the full procedure of legalization, including certification by MFA and the Embassy of the country of destination.
If you perform commercial activity related to Russia, you will have to legalize a range of corporate and commercial documents. Such documents are certified by the Chamber of Commerce and Industry of Russia.
